P283-M funding offered at Bohol Poverty Fair 2006

THE Bohol Poverty Fair, a marketplace of poverty reduction initiatives, held from October 30-31, 2006 at the Bohol Cultural Center turned out a big success with P283 million offer coming from funding donor agencies.

Of the submitted 230 project proposals 154 were met with positive results or 66.95652 or 67% were considered by donor agencies and participating financing institutions. Talking in figures there was P283,304,800.00 considered for funding.

Topping the list of considered proposals with the highest value was LGU Lila, with a record 17 out of the 18 proposals considered of which 16 projects are for technical assistance and 1 project for funding valued at P34,500,000 and P123,500 (which was also the lowest priced among all proposed projects) respectively or a total of P34,623,500.

Also topping the list among the most number of proposals submitted was LGU Getafe with 21 proposals however only 8 were taken and valued at P11,932,897.00.

Other LGUs may have lesser number of proposals taken by donors but were equally just as happy since these had a 100% reception of their proposals. These are LGUs Anda (1 project for funding and technical assistance valued at P1.5M), Calape (9 projects for funding and technical assistance valued at P13.304 M), Candijay (3 projects for funding and technical assistance valued at P3.5M), Carmen (1 project for funding and technical assistance valued at P2.694361M), Cortes (2 project for funding and technical assistance valued at P0.45M), Dagohoy (1 project for funding and technical assistance valued at P7.629854M), Dauis (6 projects for funding and technical assistance valued at P8.2725M), Inabanga (6 valued at P18.890M), Jagna (8 projects for funding and technical assistance valued at P11.923015M), Loay (1 project for funding and technical assistance valued at P3.1M), Loboc (5 projects for funding and technical assistance valued at P10.1735M), Mabini (1 project for funding and technical assistance valued at P8.60626M), Panglao (2 projects, 1 for funding and 1 for technical assistance valued at P3.065M), Pilar (13 projects, 8 for funding and 5 for technical assistance valued at P13.39531M), Sierra Bullones (4 projects, 1 for funding and 3 for technical assistance valued at P7.1M), and the capital, Tagbilaran City (with surprisingly only 1 project for technical assistance valued at P4M).

Among the LGUs who failed to take in donors were LGUs Balilihan, Catigbian, Dimiao, President Garcia as well as the LGUs Alicia and Guindulman who were absent during the Poverty Fair.

The funding of these projects are grants as what had been in the past but have to be counter-parted by the LGUs as the viable system of financing promoted and patterned after the Kilos-Asenso Initiative or the unique counter-parting, a brainchild of Gov. Erico B. Aumentado. Bohol has proven its resiliency to combat poverty in the creation of the Poverty Reduction and Management Office (BPRMO) now ably headed by Antonieto “Boy” Pernia.

This initiative by the Provincial Government of Bohol through the PPDO under Atty. Juanito Cambangay, is aimed to sensitize the donor agencies to the poverty situation in the province and to gain commitment and support from the probable donors for poverty projects proposed by the LGUs.
