Maritime industry must be modernized - Sen. Biazon

Davao City (1 October 2005) -- Maritime Industry needs modernization and there's a need to define or amend and improve existing laws, decrees. codes, executive orders and treaties governing the relations between and among the parties involved or engaged in maritime commerce.
Existing old laws needs amendments said Senator Rodolfo Biazon in an interview during the radio program "Kombate" over DXGO Aksyon Radyo anchored by Kagawad Mar Masanguid and Edgar Banzon.
Sen. Biazon said there will always be confusion if there's no delineation of function and responsibilities especially during a sea disaster.
Senator Biazon filed Senate Bill 1382, the Maritime Code which is a codification of admiralty and maritime laws to modernize the maritime industry.
It proposed a structure where the powers, functions, authority and responsibilities are clearly defined.
The current maritime administration functions of government are thinly spread among 14 bureaus and agencies and seven (7) departments.
The Maritime Code upgrades the laws dealing with the registration of ships, maritime lines and ship mortgages, maritime fraud, accidents at sea and shipowner's liability.
"Fragmentation or overlapping of functions of the different maritime-concerned bureaus and agencies is what perhaps causing the dismal and ineffective implementation of safety standards at sea," Biazon said. (PIA)
