Capitol building tops list of illegal tapping to drainagePublished: December 31, 2006 by The Bohol Standard
A joint ocular inspection team found the Capitol building as among the establishments whose waste water sewerage pipes are illegally tapped into the on-going city drainage project.
The report was strongly denied by Capitol officials but a copy furnished to the Bohol Standard revealed that the ocular inspection report indeed listed Capitol as those whose waste water pipelines are connected into the drainage project intended only for surface or rainwater outflow.
The report was signed by Engr. Moises Millanar of the City Engineers Office and Engr. Rebucato Uayan, of the DPWH First District Engineering Office.
Earlier, reports of foul odor coming from the canals of the new city drainage constructed alongside the Bohol Circumferential Road Improvement Project undertaken by Hanjin construction alarmed city residents.
The same concern raised the apprehension that the new drainage system will create a more monstrous problem as the designed outfall is to pour down into the Tagbilaran Bay.
The waste water from sewerage lines will then mix with the surface or rainwater that needed a water treatment facility which until now is still not certain if funds are available for the purpose.
Hanjin project manager Chong Do Lee said, with or without the completion of the water treatment facility, they are to finish the drainage canals; for them to complete the road improvement BCRIP-2 project that extend up to Calape town.
“The construction of the city drainage canals is not part of our BCRIP-2 contract. We only agreed to it to accommodate the request of the city government and Bohol Governor Erico Aumentado,†Lee said in an earlier interview.
The inspection team, acting upon the order of Gov. Aumentado, recommended that those illegally tapped waster water pipelines from buildings, residential houses and commercial establishments shall be cut-off so it won’t find its way to the new drainage system.
The list included the house of Raul Flores, Occidental Enterprise downspout, Jojie’s Bakeshop beside McDo, Krislyn Pharmacy, LTS Lodge, PMI, UCPB, Metro Center, JJ’s Dimsun and Restaurant, Lica Trading, YY Home Builders, City Savings Bank, CAP Bldg., Lumayag Bldg., Ramasola Original, Ramasola SuperStudio, Holy Name Funeral Homes, Atty.
