Carmen Mayoy Manuel "Boy" Molina is facing complaint of the ombudsman for alleged fraud and violations of the code of conduct and ethical standards for public officails and employees.
The case against Molina stemmed from a complaint filed by an employee of Carmen Municipal Treasurers Office. accusing the mayor of collecting P300 in the renewal and issuance of business licenses as payment for socalled "Business Plates"
The newly imposed fee is not covered by a municipal ordinance authorizing its coillection.
Asked to comment, Mayor Molina said all collections of the P300 for business plates were duly receipted but, since it was found out that the collection for business plates was not supported by an ordinance, the amount was refunded.
In her complaint affidavit submitted to the ombudsman, Raqueal Rejas, a revenue collector at the Carmen municipal treasurers Office, said Molina started imposing the P300 fee for business plates last January......
