Carmen cluster is a model health district.

At the latest meeting of the Carmen Health District Board on Thursday in Pamilacan Island, Gov. Edgar Chatto lauded consolidated efforts of mayors and Rural Health Unit Doctors for the success story that is the Carmen Health District today.

Chatto, who envisions a working Inter-Local Health Zone system in 2012, is positive that by showcasing the Carmen health district, a liquid health zone with own funds and Security and Exchange Commission-registered, running a common drug facility, enjoying revenues and providing incentives to member LGUs, other health districts will realize the mutual benefits of a strong Inter Local Health Zone.

The Carmen health district has become venue for discussions on issues and concerns on primary health care delivery and even implementation of national programs.

It has also served as a learning mechanism among Local Government Unit members on health service delivery in their respective municipalities. Mayor Tom Gonzaga shared experience of Danao’s Subsidized Hospitalization Program with the E.A.T. Danao Adventure Park.

During the said meeting, Chatto as presiding officer also asked mayors of member LGUs to share current situation of health programs in their towns and asked to rate strength of purok systems in place in their municipalities. Chatto is bent on strengthening the purok network in the delivery of primary health care.

The Carmen Health District is composed of member municipalities of Carmen, Sevilla, Danao, Sagbayan, Pilar, Sierra Bullones, Batuan, Bilar, Loboc, and Dagohoy.

A health district is a system wherein provincial and municipal governments together with non-government organizations, communities, and the private sector in a well defined geographical area come into partnership through a memorandum of agreement to develop commitments to a shared vision and goals in providing accessible, equitable, and quality health services. The inter-local health zone is usually composed of but not limited to one core referral hospital, catchment rural health units, and barangay health stations.

The concept of inter local health zones came about after the implementation of the Local Government Code in 1991, transferring the responsibility of managing health services to the local government at provincial and municipal levels.

With health care as banner program, the Provincial Government of Bohol through the Provincial Health Office has been fast tracking the organization and operation of the four remaining health districts of Clarin, Jagna, Loon, and Tagbilaran City.

The health district meeting coincided with the turnover of a two-classroom building donated by Vaccines for the Philippines to Pamilacan High School.

American Philanthropist Peter Reichman explained Vaccines for the Philippines originally intended to construct a lying in clinic at the island. However, the Department of Health and the Provincial Government had already appropriated P1.5M for the construction of a lying in clinic. Seeing the need for a classroom building for the high school, Reichman’s organization decided to build their first classroom building in partnership with the 2nd Special Forces Battalion.
