2,000 Boholanos avail of CIVAC in Batuan, Bohol

An estimated 2,000 residents of Rizal and surrounding barangays in Batuan town benefited from the civic action (CIVAC) conducted Friday at the barangay public market by the Provincial Peace and Order Council (PPOC) chaired by Gov. Erico Aumentado.

The PPOC now focuses its monthly civic actions in barangays threatened by the insurgency movement as identified by the military under Col. Cesar Yano, newly installed commander of the 302nd Brigade based in Carmen town.

Bringing the government closer to the people is one sure way of attracting “our brothers and sisters on the other side” back to the fold of the law, said Aumentado who is pushing for the concurrence by the House of Congress of Proclamation No. 1377 issued by President Gloria Macapagal-Arroyo – another attraction for the NPAs to leave their lives in the mountains.

Aside from the medical and dental mission by physicians from the Provincial Health Office, devolved hospitals and the military, other services the CIVAC offered were Operation Tuli or circumcision, distribution of the latest batch of passed-on carabaos by the Office of the Provincial Veterinarian (OPV) under Dr. Stella Marie Lapiz, distribution of forest/fruit tree seedling by the Department of Environment and Natural Resources, distribution of vegetable seeds by Provincial Agriculturist’s Office, consultation on the services of the different offices of the provincial, municipal and national governments represented in the activity including the Philippine National Police (PNP) under Sr. Supt. Edgardo Ingking.

To note, the OPV earlier distributed 110 carabaos worth P1.3 million funded by the heifer Project International (HPI) to as many families belong to 10 people’s organizations (POs).
These carabaos have since produced offspring. As of Friday, 68 passed-on carabaos have been distributed to 68 families some of them belonging to two new POs.

Being passed on, the government did not spend anymore to procure these animals. Given monetary value, the 68 carabaos would be worth P950,000.  Under the system adopted by the POs, the second offspring would already belong to the recipient.

Lapiz reported that seven carabaos that were already the personal share of the recipients were sold – for reasons like tuition, etc. Valued, the seven carabaos cost P126,000. Adding to these the value of seven more offspring now about ready to be distributed at P84,000, the passed-on animals would now be worth P1.150,000 or almost equal to the fund HPI released for the project.

Meanwhile, observing that the road leading to Rizal was not yet paved, Aumentado said the P7 million to P8 million in Motor Vehicle Users Charges (MVUC) share of the provincial government next year will be spent to improve it – an announcement that drew applause from the residents.
