Baclayon LGU employees get salary increase

      Municipal employees of Baclayon have to expect higher take-home pays in the next payday after the Sangguniang Bayan passed a resolution pushing for the implementation of salary increase as the town notched up to a fourth class municipality.

      During its regular session on June 15, SB approved a resolution authorizing Baclayon Mayor Alvin Uy to implement the upgrading of the salaries of municipal officials and employees based on the standard of a fourth class municipal level.

      As a support, the SB also passed another resolution in their next regular session the following week, appropriating funds for its implementation, through a supplemental budget in the amount of P3,352,410.45.

      In the municipal budget officer’s recent presentation about the budget for personal services during a committee meeting showed that the municipality can afford to implement the new salary rates of municipal officials and employees at the standard of a fourth class municipal.

      The computation showed that the 55 percent personal services for calendar year 2007 amounted to P13,556,927.51, while the 55 percent personal services for calendar year 2009 amounted to P12,650,618.48.

      In his resolution, Municipal Councilor Romulo Balangkig cited that the figures indicate a difference of P906,309.03 which showed that the municipality met the 55 percent PS regulation.

      Upon the motion of Councilor Balangkig, SB approved the resolution as seconded in mass.

      In their regular session on June 22, the SB members approved a resolution appropriating P3,352,410.45 as Supplemental Budget No. 1 for calendar year 2009.

      The resolution, also authored by Councilor Balangkig, cited the need to appropriate additional funding for additional projects and programs for the development and maintenance of the municipality and for adjustment of salaries of officials and employees from fifth class municipality to a fourth class municipality standard.

      The resolution cited that the municipality has identified additional income in the amount of P3,039,304.19 from the General Fund Surplus for calendar year 2008 and P313,106.26 from the surplus of the market operations for calendar year 2008 or a total savings of P3,352.410.45.

      On motion of Councilor Balangkig and as seconded also in mass, the SB approved the resolution which means making available the amount of P3,039,304.19  from the General Fund Surplus for CY 2008 and the amount of P313,106.26 from the surplus of the market operations for CY 2008.

      The resolution also allocates funding for additional programs, projects and salaries of officials and employees of the local government unit as stated in the Statement of Supplemental Appropriation of Supplemental Budget 1 of 2009 attached to the ordinance.
