The International Finance Corporation (IFC), a member of the World Bank group and a partner of the Canadian International Development Agency (CIDA) is currently seeking Project Consulting Firms for its Business Enabling Environment (BEE) – Regulatory Simplification Project, a technical assistance and advisory project that aims to improve business registration and licensing and regulatory services provided by local governments. The project is seeking:
Regulatory Simplification Project Consulting Firm(s)
The consulting firm will focus on the following scope of work:
• Phase 1 – diagnosis of the existing procedures for business registration and operation,
• Phase 2 – custom design of a proposal to simplify procedures for business registration and
operation, including process re-engineering,
• Phase 3 – implementation of the simplification proposal, including training of the city officials,
elaboration of an operational manual and amendments to the city regulations, and
• Phase 4 – design and implementation of sustainability mechanisms, including creating
monitoring and evaluation (M&E) systems, communications strategy and strengthening the
