Peace Councils in Bohol Province

OF BOHOL’s 47 towns and a city, not even half of them have convened their town peace councils, reports Interior and Local Government Provincial Director Rustica Mascarinas.
 
At the recent Provincial Peace and Order Council (PPOC) meeting held in time for the HEAT Caravan in the island town of President Carlos P. Garcia August 10, Mascarinas however said about 20 towns more may have met.
 
But owing to the fact that reckoning is based upon submitted accomplishment reports including the agenda of their peace council meetings, these directive in these towns are not considered accompished.
 
She said only 19 towns led by their town chief executives have successfully accomplished their Municipal Peace and Order Council (MPOC) meetings, based on the reports furnished the Department of Interior and Local Government in Bohol.
 
It may be recalled that Governor Edgar Chatto has instructed the DILG to make sure that MPOCs are reactivated within the month of July to get them in line with the provincial governments aim for better network of collaborative peace and order councils.
 
Over this, Mascarinas assumed that the problem may lie with the 22 newly minted mayors who may have difficulties in getting used to the tasks.
 
Twenty-two mayors here have been reelected, another 22 are new and 3 are former mayors who were elected back to their previous positions.

In earlier meetings, the PPOC has stressed the crucial role of MPOCS and its barangay Peace and Order Councils in the implementation of the Bohol Local Internal Security System (BLISS).
 
Last February of this year, internal security operations, which in most cases are handled by the army, has been turned over to the PPOC following a very successful convergence of efforts by community, government and the military in counter-insurgency.
 
Faced with the real threat of the rebels coming back, the PPOC put in the BLISS as a program that engages the vigilance of the communities in keeping the peace in Bohol.
 
The MPOCs and BPOCs as supervised by the DILG would be very crucial in keeping the system working and secure communities against the reports that communist insurgents mean to regain their lost mass bases through their District White Area Committees now organizing in the towns, military sources said.
