Adding meaning to Christmas, the provincial government extends “extra extra cash gift†to its employees based on the recommendation of the Local Finance Committee.
Upon Governor Erico Aumentado’s endorsement of LFC resolution 16-2009, the Provincial Board passed a resolution authorizing the Christmas windfall.
The maximum extra benefit reaches P20,000 for each of the qualified officials, regular employees, and casual workers in the plantilla- -P10,000 comes as extra cash gift and the other P10,000 as additional extra cash gift for exemplary overall performance of the provincial government.
Contractual and casual workers on job order basis would receive cash gift of P5,000 each, subject to guidelines.
This is to promote the “welfare of government workers and in the light of the holiday season,†as supported by existing budget circulars, the governor cited in his letter to Vice-Governor Julius Caesar Herrera and the PB Members, dated December 3, 2009.
Herrera pushed for the immediate approval of the resolution during PB’s regular session last week, since the governor requested for its exemption from the three-reading rule under the House Rules as it be considered a priority administrative measure to be taken up in the Presiding Officer’s Time.
Herrera finds it logical and timely to give and provide extra bonus to all employees and officials as a way of alleviating the economic hardship facing government workers at present.
PB also adopted the guidelines, in line with DBM policies, in granting cash gift to contractual and casual workers on job order basis attached to the LFC resolution passed on October 22.
Based on the guidelines, those who had served for at least four months by October 31, this year but still in active service until December 15 are entitled to 100-percent cash gift equivalent to P5,000.
Those who had served below four months but not less than three months by October 31 this year but are still in active service until December 15 will be entitled to 80 percent of the cash gift equivalent to P4,000.
Those who had served below three months but not less than two months by October 31 this year but are still in active service until December 15 will be entitled to 60 percent of the cash gift equivalent to P3,000.
Those who had served below two months but not less than one month and a half by October 31 this year but are still in active service until December 15 will be entitled to 40 percent of the cash gift equivalent to P2,000.
The LFC cited in its October 22 resolution that the provincial government has accumulated a total of P33 million from the salary savings of unfilled positions and the supposed regular benefits that go with them.(RVO)
