ODO Casimiro: The Office of the Ombudsman is functioning while the JBC chooses next Ombudsman

Acting Ombudsman Orlando C. Casimiro yesterday committed to ensure that the Office of the Ombudsman is able to perform its mandate effectively during the transition period.

            In a statement, Acting Ombudsman Casimiro said “I want to inform the public that right now, the Office of the Ombudsman is functioning and it is performing its mandate even as the Judicial and Bar Council (JBC) is screening candidates for the Ombudsman post.”

            He said the Office of the Ombudsman continues to receive complaints, and its officials  promptly act on them, and investigators continue probing cases which he will immediately act on once they reach his Office.

            The JBC has started accepted nominations for the top Ombudsman post. The JBC is tasked to screen candidates and will submit a list of three nominees to the President.

            Under RA 6770 (Ombudsman Act of 1989), the President has to appoint an Ombudsman within three months after the vacancy to the post occurred. Former Ombudsman Ma. Merceditas N. Gutierrez resigned effective on the close of office hours of May 6.

            The said law mandates that that “the Overall Deputy Ombudsman shall serve as Acting Ombudsman in a concurrent capacity until a new Ombudsman shall have been appointed for a full term.”

            However, with the resignation of former Deputy Ombudsman for Luzon Mark E. Jalandoni and the implementation of Malacanang’s dismissal order against Deputy Ombudsman for the Military and Other Law Enforcement Offices (MOLEO) Emilio Gonzalez III, ODO Casimiro also acts on cases pending before the said sectoral offices.

            Acting Ombudsman Casimiro has been with the Office of the Ombudsman since 1991, having been appointed as Graft Investigation Officer II. He was later promoted to Director, then Assistant Ombudsman to Deputy Ombudsman for the MOLEO, thereafter, he was designated as Officer-in-charge of the Office of the Overall Deputy Ombudsman until he reached his present post.

            ODO Casimiro said he will perform the duties entrusted to him during his short stint as Acting Ombudsman until a new Ombudsman is appointed by the President.
