ex-PCGG Chair Camilo Sabio ordered charged before the Sandiganbayan 01 July 2011
Acting Ombudsman Orlando C. Casimiro ordered the filing of criminal Informations before the Sandiganbayan against PCGG Chairman Camilo S. Sabio
for misappropriating PCGG funds amounting to a total of about P12M.
In a 20-page Resolution Acting Ombudsman Casimiro ordered the filing of charges for Violation of Section 3(e) RA 3019 (Anti-Graft and Corrupt Practices Act) and two Informations for Malversation.
Investigation showed that Sabio embezzled and converted to his personal use the cash advances amounting to P 1,555,862.03 he received as Chairman of the PCGG. The cash advances consisted of accommodation, contingency funds, litigation fees and other related expenses in connection with his trip to Kuala Lumpur, Malaysia.
Probable cause was found against Sabio for embezzling and converting to his own personal use the amount of P10,350,000. The said amount was received by the PCGG as remittances by sequestered companies, Mid-Pasig Land Development Corporation and from the sale of A. Soriano Corporation shares which form part of the ill-gotten wealth of the former President Ferdinand Marcos.
In issuing the Resolution, Acting Ombudsman Casimiro emphasized the need to advance a pro-active approach to fighting graft and corruption. He directed all Resident Ombudsmen (RO) deployed to the various government agencies to be vigilant in addressing corruption vulnerabilities of public officials especially on issues concerning timely and proper liquidation of cash advances. The said directive is in line with the administration’s flagship program of eradicating graft and corruption towards the “Tuwid na Daanâ€.
He likewise formed a special team of investigators from the Office of the Ombudsman to be deployed in local agencies. The objective of the Task Force is to ensure compliance with the requirements of RA 9184 (Government Procurement Reform Act) knowing fully-well the corruption vulnerabilities in the procurement service. With this, the government is assured that procurement activities are above-board thereby resulting into sound fiscal spending for national government agencies, GOCCs and GFIs.
