Acting Ombudsman Orlando C. Casimiro has filed charges for falsification of official documents against former Deputy Ombudsman Mark E. Jalandoni. The charges stemmed from the discovery of the superimposition by the former Deputy in the portion of decisions and resolutions issued by the Office to make it appear that he is the final approving authority thereof.The truth of the matter is that the cases have already been approved by Overall Deputy Ombudsman Orlando C. Casimiro on previous occasions. An additional criminal complaint for Violation of Article 226 of the Revised Penal Code (RPC) has been filed by Acting Ombudsman Casimiro. Article 226 penalizes the “Removal, Concealment or Destruction of Documents. It penalizes a public officer who shall remove, destroy or conceal documents or papers officially entrusted to him.”

Doubts have thus been raised as to the authenticity of the decisions issued by the Office in view of these obvious alterations in official documents.

Administrative charges have likewise been filed against the former Deputy Ombudsman for Grave Misconduct and Conduct Prejudicial to the Best Interest of the Service. Included in the charges are the staff of Jalandoni, including, former Assistant Ombudsman Nenette Morales-De Padua, Rosalyn D. Martinez, Grace Anne S. Arnan, Ruby Anne B. Medallada and Amie Lou M. Fernandez.

Aside from the foregoing criminal and administrative complaints, the Acting Ombudsman has filed a disbarment complaint against former Deputy Jalandoni and former Assistant Ombudsman De Padua.

Acting Ombudsman Casimiro himself filed the said charges being the acting head of the Office of the Ombudsman. The Acting Ombudsman feels that it is his duty to call for the investigation of the said matters believing that serious doubts have been raised in the integrity of the institution and that this measure is meant to restore the same.
