ENHANCEMENTS TO CONSOLIDATED “REVISED ANTI-HAZING BILL” PROPOSED

Rep. Abayon proposes inclusion of sports teams in the list of “organizations,” posting of announcements of initiation rites via official social media sites of barangay or school, and additional penalties

Assistant Minority Leader and AANGAT Tayo Party-list Congressman Harlin Neil Abayon, III supports the “Revised Anti-Hazing Bill” forwarded by the Justice Panel to the plenary.
 
As his way of making sure that the hazing death of fellow millennial Horacio “Atio” Castillo, III won’t be in vain, the 29-year-old lawmaker wants be of help in crafting an anti-hazing law that has teeth and can be implemented well by present and future authorities. Below are his proposed enhancements to the bill.
 
Out of abundance of caution and prevention, I propose the inclusion of sports teams in the list of groups considered as “organization” in the Anti-Hazing Bill of the House.

For the public posting and disclosure of the conduct of all initiation rites, I also propose the addition of official social media sites and accounts of schools and barangays because it is not enough that the notices and applications are posted on the bulletin boards. In this day and age, bulletin boards are largely ignored or simply passed by. However, people pay attention to social media accounts, which are today’s modern version of bulletin boards.

I also propose the following penalties for anyone convicted of hazing:

1) permanent disqualification from holding any public office;
2) permanent loss of the right to vote; and
3) permanent prohibition on the issuance or grant of any license to possess any firearm and ammunition or parts thereof.
 
Lastly, I propose that all the authorities tasked to regulate initiation rites have a monitoring and reporting system and corresponding accountabilities.
On Parental Vigilance

Parental vigilance, unfortunately, cannot be legislated. We can only keep on appealing to parents to be more active in the supervision of their children and teenagers.

We understand that the necessity of work or business forces parents to be away from their kids, but ways must be found to overcome this challenge. (END)
