PCW, COA conducted Third GAD Planning and Budgeting Forum

A total of 414 participants from different national government agencies, attached offices, bureaus and GOCCs attended the Third GAD Planning and Budgeting (GPB) Forum, organized by Philippine Commission on Women (PCW) in partnership with Commission on Audit (COA), last October 9 and 10, 2014 at Professional Development Center Auditorium, COA in Quezon City.

Said forum clarified processes, timelines and protocols on the review and submission of the 2016 Gender and Development (GAD) Plan and Budget and 2014 GAD Accomplishment Report (AR). Last September 29, 2014, PCW issued Memorandum Circular 2014-04 reminding all concerned government agencies on the early preparation and submission of their GPB Plan and GAD AR in accordance with the guidelines set under PCW-NEDA-DBM Joint Circular 2012-01.

The forum also oriented participants on Gender Mainstreaming Monitoring System (GMMS), an online system for managing GAD profiles, GPBs and GAD ARs, as well as for generating GAD-related reports. To facilitate the GPB process, the PCW will be implementing the online submission, review and endorsement of GPBs and GAD ARs through the GMMS starting November 2014.

Parameters for GPB review and revised guidelines in the audit of GAD Funds and activities in government were also tackled in the forum. COA issued Circular 2014-001 last March 18, 2014, providing a more comprehensive and detailed guidelines in the audit of GAD Funds.

The GPB Forum is in line with the National Gender Resource Program (NGRP), the overall technical assistance blueprint of PCW.
