MGA BAHAY AT GUSALI SA MARAWI ITATAYO MULI NANG HALOS LIBRE

Inihain ni KABAYAN Party-list Congressman Ron Salo ang House Bill 6700 o ang Marawi City Rebuilding Act na layong tugunan ang mga nawasak na bahay at gusali sa siyudad ng Marawi bunsod ng limang buwang digmaang pinagwagian ng pamahalaan laban sa teroristang Maute-ISIS.

Sa HB 6700 ni Salo, ipinapanukala nyang ipaubaya sa Development Bank of the Philippines at Al Amanah Islamic Investment Bank of the Philippines ang pag-implement ng Marawi reconstruction program gamit ang pondo ng gobyerno.

Ang DBP at Al Amanah ay parehong government financial institution.

“Kapag naisabatas itong House Bill 6700, itatayo muli ng mga nasirang residential at commercial establishments sa Marawi City sa ilalim ng sobrang gaan na terms, nang halos libre na at walang gagastusin ang mga residente at lokal na negosyanteng biktima ng digmaan,” paliwanag ni Salo na isa sa mga Assistant Majority Leaders sa Kamara.

“May precedent na sa pag-gamit ng pondo ng gobyerno para itayo muli ang private buildings matapos ang giyera. Nangyari ito sa Zamboanga City kung saan P2.566 billion na pondo ng gobyerno ang inirelease sa National Housing Authority para irehabilitate ang lungsod dulot ng tinaguriang Zamboanga siege noong September 2013,” pag-alaala ni Salo.

Sa Zamboanga City, P49.83 million ang inilaan ng gobyerno para sa Home Materials Assistance (HOMA) para sa 1,661 families na piniling sila mismo ang magtayo ng sarili nilang bahay; habang P800 million naman ang ibinigay sa Department of Public Works and Highways (DPWH) para sa rekonstruksyon ng road networks, drainage systems, and at iba pang infrastructure projects.

Ang “Build Back Better Zamboanga” program ay sumaklaw sa 7,248 na tahanan, ayon sa tala ng NHA.

“The Build and Transfer mode shall be applied to this massive reconstruction program, so that the national government will not build the structures because the major private developers of residential subdivisions and commercial centers will undertake the construction. This bill also covers repairs of houses and commercial structures not damaged during the Battle of Marawi,” nakasaad sa explanatory note ng House Bill 6700 ni Salo. (WAKAS)
