16 ARB organizations in Negros Occidental receive P91.37M in common service facilities
BACOLOD CITY, June 1 (PNA) -- Sixteen agrarian reform beneficiary organizations (ARBOs) in Negros Occidental received P91.37 million worth of common service facilities (CSFs) from the Department of Agrarian Reform (DAR) in rites held at the Bacolod Pavillon Hotel here Wednesday.

The distribution of CSFs, implemented through the agency’s Agrarian Reform Community Connectivity Economic Support Services (ARCCESS), was held in part of the 28th anniversary of the Comprehensive Agrarian Reform Program (CARP).

Milagros Flores, provincial agrarian reform program officer I of DAR Negros Occidental-North, said they distributed 16 units of brand-new 10-wheeler dump trucks amounting to P5.71 million each.

A total of P45.68 million of dump trucks went to eight ARBOs in northern Negros while seven units amounting to P39.97 million were given to beneficiaries from the south.

One organization in the north has yet to pass the garage inspection, Flores said.

DAR-Negros Island Region Director Stephen Leonidas said that through the ARCCESS program, the agency seeks to increase farm productivity, improve the net income of the recipient-farmers and their respective organizations, and sustain their livelihood through provision of support services.

Moreover, Flores said the facilities are revocable, or can be taken back by DAR if beneficiaries violate certain conditions, based on the trust agreement signed by the recipients.

These violations include underutilization, or failure to maximize the use of facilities to increase farm profitability; pawning or selling of equipment; and failure to set aside funds through a separate account to ensure capital expenditures like acquisition of additional facility. (PNA)
