ZAMSURECO-I INKS MOA WITH LIBERTAD POWER AND ENERGY CORP (LPEC) FOR THE DEVELOPMENT OF 6-MW BIOMASS POWER PLANT
ZAMSURECO-I signed a Memorandum of Agreement (MOA) with Libertad Power and Energy Corporation (LPEC) for the development and commercial operation of 1 x 6.0MW (Gross) Biomass Distributed Generation Facility on August 11, 2020. The Biomass powerplant's location is at Barangay Commonwealth, Municipality of Aurora, Zamboanga del Sur.

Present during the MOA signing are ZAMSURECO-I GM/CEO Jose Raul A. Saniel, and ZAMSURECO-I Board of Directors headed by BoD President Glenn Santiago G. Malalis, V. President Marivic A. Chaves, Director Jeffrey A. Rabon, Director Maurecio V. Garban, Jr., and Director Danilo R. Lumayas. On the part of LPEC, Ms. Jeyzel Victoria C. Yu, President and CEO, LPEC's VP and COO Mr. Nathaniel Leonard L. Y. Flores, Atty. Adonis Dexter Conejos and Mr. Reggie F. Albano, LPEC's Special Assistant to the President and Head of Business Development and Commercial, represented the Company.

The signing of the Agreement is an important milestone for the province of Zamboanga del Sur. If realized, it will be the first renewable energy powerplant utilizing Biomass technology in the province. The powerplant's investors are mostly the big Rice Millers in the Province of Zamboanga del Sur and are also ZAMSURECO-I's customers.

GM Saniel said that the decision to venture into establishing a Biomass power plant by big Rice Millers is strategically sound. Rice Millers accumulated agricultural residues (e.g., rice hull, coconut husks, corn cobs, sawdust, and woodchips) are used as an energy source to generate electricity with high commercial value and application. Rice hulls and straws are expected not to abandoned or incinerated in the fields; thus, significantly reducing environmental pollution and wastage of resources. 

LPEC President Ms. Jeyzel Victoria Yu also said that the Biomass power plant expected to bring socio-economic benefits to host communities, the Municipality of Aurora and the Province of Zamboanga del Sur. Aside from ensuring power supply availability and cost-effective renewable energy sources, the project will create jobs, livelihood opportunities, and produce a new source of long-term revenue (taxes) for the host communities.

ZAMSURECO-I and LPEC have agreed to execute the MOA for the renewable energy supply contract to be conducted through a Competitive Selection Process (CSP) for the Renewable Energy Supply Agreement in accordance to the Department Circular No. 2018-02-003 entitled, "Adopting and Prescribing the Policy for the Competitive Selection Process in the Procurement by the Distribution Utilities of Power Supply Agreement for the Captive Market."

The MOA signing strongly supports the energy efficiency and indigenous and renewable energy programs of the Philippine government.
