The
search for the 2012 National Literacy Awards is on, this time with an enhanced criteria, in recognition of the best practices in the execution of literacy programs and projects anchored on the United Nations goal of reducing adult literacy by 50 percent in 2015.
A team from the National Literacy Coordinating Council in its Cordillera leg of information campaign for the 2012 National Literacy Awards, oriented concerned government agencies, non-government organizations and local government units on the revised criteria and guidelines of the competitions.
LCC Consultant Atty. Lilia Garcia said the program is one of the commitments of the country in achieving the Millennium Development Goal on literacy, which will consequently improve the quality of life of the Filipinos. She said there is a need to revisit the criteria and guidelines and make revisions to suit to the needs of the times.
The additional indicators are the community-based management system (CBMS) and the market –target. As a general criteria, qualified as nominee for the awards must be in existence for at least three years.
There are two general classifications for the awards, literacy program to be accorded a special citation, and for local government units subdivided into highly urbanized cities, independent component and component cities, first to third class municipalities, and fourth to sixth class municipalities with prizes at stake.
Elaborating on the LCC awards, Garcia said education and literacy are primary factors of development, and it follows that literate citizenry makes literate community. She stressed the need for innovations through researches or new practice in the pursuit of propelling literacy. The need to plan and systematize activities for efficiency is also emphasized.
Garcia encouraged local government units to allot substantial amount for literacy and education to address literacy ills in their Annual Investment Plan.
Literacy is the concern of everyone, Garcia said as she pushed for the involvement of non-government organizations in the program.
In addition, expertise of academicians, Department of Education , students to assist in literacy projects; establishment of communities for their entrepreneurial skills; engage in marketing activities assisted by local government units; and tapping of business establishments for their resources are encouraged, Garcia said.
She also stressed the importance of documenting activities to take note of the progress of the project crucial in presenting proofs.
Garcia also posed a challenge for the Cordillera region not to be contented with receiving a mere award but do extra mile in order to aim and land as first place. The region including provincial and municipal local government units received several awards in the previous years but not the top plum.
NLCC Secretariat Norma Salcedo said the deadline for the submission of regional entries to national LCC secretariat is on or before May 15, 2012.
