UP student kills self over tuition

MANILA, Philippines - She just wanted to finish her studies and help her four siblings.

Kristel Tejada, however, still owed P10,000 in tuition for this semester at the University of the Philippines in Manila, where the 16-year-old was a behavioral science freshman.

She asked for a tuition loan or installment payment and offered a promissory note.

When these were all turned down, Tejada’s mother, according to some reports, even knelt before UP Manila Chancellor Manuel Agudo and begged that her daughter be allowed to continue attending her classes.

When that still didn’t work, Tejada was forced to file a forced leave of absence (LOA) earlier this week.

At around 3 a.m. yesterday, the despondent girl drank silver cleaner at their home in Tondo. She was rushed to the Metropolitan Medical Center but emergency teams failed to revive her.

Professor Andrea Martinez, Tejada’s program adviser, said the girl had been depressed since going on forced leave.

“We were able to talk via SMS and she told me that her filing of LOA really had a big impact on her and their family,” Martinez was quoted by the student publication Philippine Collegian as saying.

Tuition is subsidized at the state university, where students are called “iskolar ng bayan” or nation’s scholars.

Under a socialized tuition and financial assistance program, UP students from low-income families are classified through a bracketing system.

Those who fall under Bracket A pay P1,500 per unit; Bracket B students pay P1,000; Bracket C, P600, and Bracket D, P300. Students under Bracket E are exempted from tuition.

The financial assistance office evaluates applications and conducts random house visits to verify income declarations.

Tejada was classified under Bracket D. With a regular load of 18 units plus miscellaneous fees, her average tuition for one semester can amount to P7,500.

Her mother, a housewife, said they could not pay the P10,000 since the family depended on the meager income of her husband, a part-time taxi driver.

Tejada, the eldest of a brood of five, wanted to finish her degree without delay to be able to help provide for the family’s needs.

In November last year, however, the UP Manila administration barred students who failed to pay their tuition on time from attending classes.

After a dialogue with UP officials, the “no late payment policy” was eased.

By that time, however, some students had already been forced to go on leave, according to reports from the Office of the Student Regent.

UP students condemned the university policy and held simultaneous candle lighting ceremonies for Tejada yesterday afternoon at UP campuses in Manila, Quezon City, Baguio and Mindanao.

“We mourn the death of Kristel Tejada. Filipino students and youth like Kristel do not deserve this,” said Mariz Zubiri, newly elected chair of the UP Manila student council.

She said they condemned “to the highest degree” the “anti-student policies” of UP Manila and the Aquino administration for forcing students to stay out of school and take their own lives.

Zubiri said the socialized payment scheme was used as a smokescreen for tuition increases.

“Kristel is just one of the hundreds and thousands of UP and Filipino students who are pushed against the wall by the high cost of education and the Aquino administration’s abandonment of Philippine education,” Zubiri said. – With Rainier Allan Ronda

mahinumdom man ko ani sa nagtudlo pa kog parttime ug college.  di ko maningil sa clearances or permits sa mga estudyante.  wa koy labot kun nakabayad ba sila o wa, hehe.  di tungod kay maayo kong tawo... di lang gyod nako type nga mohatag ug special exams, period.  makalangan sa paghimog grado. 

of course, gitawag ang akong attention sa among dean bahin ani.  maayo gani kay naa koy reputation nga tunokon, medyo silay naghinay nako.  basta nitubag lang kog "fine by me, if you assure me that no student gets embarrassed and that you give the special exams yourself."  hayahay pa ko sa pulis.

Such an absolute shame that someone so young, beautiful, and intelligent was struck down before her life even started. May God have mercy on her soul, and may God give comfort to her family and friends during this time of mourning.

MANILA, Philippines – Officials of the University of the Philippines Manila (UPM) suspended classes on Monday and called for sobriety amid public dismay and outrage over the suicide of a freshman forced to put her studies on hold because she could not pay the tuition.

The UPM administration declared March 18 a “Day of Mourning in remembrance of Kristel Pilar Mariz Tejada, Iskolar ng Bayan” and suspended classes in all academic units in the Padre Faura campus.

“The reason is to call for sobriety, reflection and also to express condolences again. This may be a rallying symbol to turn this tragedy into a higher noble cause for a permanent solution to problems in education,” said public affairs director Dr. Anthony Leachon in an interview Sunday after he visited the wake.

The student body meanwhile is expected to continue their mass actions next week in the form of a vigil, noise barrage, march and wearing of black shirt.

The remains will be brought to the Philippine General Hospital chapel during the week before they are laid to rest during the weekend.

Based on new details released over the weekend by the UPM administration, the 16-year old BA Behavioral Sciences freshman at the College of Arts and Sciences struggled under the state university’s loan and tuition policies right from the start when she entered UP in May 2012.

Tejada, the eldest of five children of a taxi driver and a housewife, killed herself in their home in Tayuman, Manila early March 15, two days after she had to file a leave of absence since she failed to pay tuition for the second semester of the school year.

When she enrolled for her first semester last May 10, she was assessed a tuition of P9,172.50 since she was not classified to be entitled to free tuition under UP’s socialized tuition scheme called the Socialized Tuition and Financial Assistance Program (STFAP).

She paid P2,795.50 on May 11, while her loan of P6,377 was settled by her father only on December 19, when the second semester was already underway.

By then the Office of Student Affairs denied her father’s appeal for another loan to cover her second semester, telling the Tejadas they have been given three extensions to pay the full tuition “and it was already mid-semester.”

“Since it is a violation of Article 332 of the University Code, the appeal could no longer be accommodated as it will set a precedent,” the UPM administration said.
On September 27, Tejada appealed to be re-assessed and categorized under Bracket E so she would be spared having to pay the tuition.

But her appeal was not acted upon as according to the UP Manila administration she “failed to submit supporting documentary requirements for appeal to be processed during the designated period despite frequent reminders from the Office of Student Affairs (OSA).”

Tejada’s case has triggered calls for a review of the tuition policy in the premier state university which has the lion’s share of subsidy among state colleges and universities.

UP President Alfredo Pascual called a news conference on Monday to unveil a proposed modification of the STFAP.

Leachon said two UPM alumni who wanted to remain anonymous have pledged to donate P100,000 and P50,000 to start a trust fund to assist students having trouble meeting their loan obligations.

He said it turned out many people were willing to help out but there was no structure in place.

“Tomorrow (Monday) is a new day and carries with it a chance to work some good in an imperfect world.

Kristel is not the first nor the only victim of poverty. What is necessary is for people to keep trying to make her the last,” Leachon said.
