Computer Education in Philippine Public Schools
« on: June 04, 2010, 12:08:43 PM »
By ROLLY T. CARANDANG
Manila Bulletin

Senator Edgardo J. Angara urged the incoming administration to legislate an integrated computer education starting in elementary level to prepare the youth in the latest advances in this field.

To do this, Angara proposed to include basic computer applications and programs in primary schools to produce highly skilled workers in programming, digitally-aided designs, hardware, networking and software development.

“Our people need to be updated on the latest advances in technology. The youth must be scientifically and technically prepared to fully tap their inner talents and contribute to national development,” noted Angara, former UP President.

Angara also proposed the creation of the Board of Computer Education to asses, supervise and monitor the accreditation of schools; provide the curriculum for computer-aided logic, math and science education in the elementary level; and monitor over all performances of the schools and the students.

This is a wise step which should have been done a lot earlier to prevent digital divide.

Tsk. Tsk.  Wa gani kabuhat sa high school, when the mandate was still from 1993 then karon ang elementary na pud?  Besides, it is already part of the Key Programs and Projects of the Bureau of Education.

This is how a former UP President thinks? Or maybe just looking for another way to waste public funds? Too bad!

When I brought my Year 2 (7 year-olds) son to school this morning, I was amazed to see a Year 6 (11 year olds) student bringing laptops to my son's class. I presume their first class is on IT. I saw Dell laptops laid on the tables, probably mid-level specs and I presume one for each student. When will this happen in the Philippines? And yes, my son goes to a public school. It is a Roman Catholic Church partly funded primary school.

Sa asa man ka nga country karon sir?

Sa Pilipinas, naa nay daghan mandates to teach students basic computer training.  It is even mandated to teachers to integrate computer skills in teaching other subjects. I used to teach in one of the barangay high schools sa Bohol, the school's computers is the schools initiative, 1 given by the barangay council and 1 funded by the school.

How would teachers enhance their computer skills nga pag-abot sa ilang balay or bisan sa ilang schools wa may computer?  Good for me kay I have been into computers since the early 90s.

ANg pinakadaku nga issue man gud sa edukasyon sa Pinas has only 1 common source, Policies, Laws, and Mandates are made by people who haven't taught a real classroom.  Yeah, maybe they have been a college professor.  But, that is entirely different from Primary and Secondary levels.

Now tell me Mr. Senator or Mr. Congressman, kung sakto ba nang imong gipangbuhat?

jas, i'm now based in the UK for 8 years. di man siguro na dugay na kaayo nuon. makasabot kos imong mga obserbasyon kay duna koy mga kasayoran bahin ana. i worked in UP Pahinungod before, which sends volunteers to some Philippine areas.

one particular work we have is the Gurong Pahinungod (GP), which is a partnership with DepEd wherein we sent volunteers (limited number) to some of the poorest provinces in the country to teach for a year. if i was younger then i would have been one. so yes, i've heard many heartbreaking stories. one of which that particularly hits me hard is a group of GPs sent to a remote mountain barangay in Compostela Valley to start an extension school from scratch. oh, the stories that they brought back can make one very uneasy.

i do hope that the education budget will be substantially increased during Noynoy's presidency.

education! education! education!

sir jig, education budget is more than enough.  In fact, one of the biggest, if not the biggest, in all the departments.  The issue is not about the budget but misappropriation.  Samutan pa kurapsyon.  Wasting the resources with overpriced and useless books tungod sa mga sayup.  Bureaucracy pa jud.

oh, i see. if you dont mind, i'd like to read what else you have to say on this topic. obviously, you're somewhat techie and with your experience with a barangay high school it would be interesting to know your take on this.

on the respect thingy, that's okay with me.

my older brother was the commencement speaker this year in his elementary school alma mater because their batch is celebrating their 30th year. when asked what they would like to get from the batch, the principal asked for one unit of computer and some essentials.

my brother provisionally said yes but upon talking this with his former classmates, one of them who lives close to the school and certainly knows the local area's dynamics, did not agree to it. the reason? it would be easily stolen since the school is not very secured. apparently, there are lots of 'adis-adis' near the school and there were already incidents of theft linking these 'undesirables'.

as a result, their batch donated one part of the fence to the school.

i guess, what i'm driving at is, is it really essential to promote computer education in the elementary school at this stage? if its for familiarisation, nothing wrong with it, though.
