Explosion at NGCP Tower in Sagbayan, Bohol

The Philippine National Police (PNP) officially ruled out the New People's Army among the suspects behind the recent blasting of the National Grid Corporation of the Philippines (NGCP) tower in the town of Sagbayan and considers it an isolated incident.

The Special Investigation Task Group (SITG) created by Bohol Police Provincial Office (BPPO) now focuses on land row and disgruntled project contractors as among the possible reasons that prompted some individuals to send a message by detonating improvised explosive devices on three of the four posts of the NGCP tower in barangay Sta. Catalina, Sagbayan at around 10 p.m. on December 3.

Barot said immediately brought a team to the crime scene the morning after, upon the instruction of Governor Edgar Chatto, on the first hour in the morning after the incident late night of December 3.

Barot and team gathered information from the residents nearby and the Sagbayan police operatives, then tapped the Provincial Intelligence Branch of BPPO, the CIDG and the crime lab. Barot then coordinated with Col. Romeo Brawner Jr., commander of the 2nd Special Forces of the Philippine Army, for a joint effort in the investigation.

As of last Thursday night, the SITG already ruled out the NPA after having gathered information that NGCP failed to settle their obligations with some contractors or sub-contractors and the salaries of some workers, while there are also stories that some landowners in remote areas traversed by the transmission lines of the NGCP towers.

Moreover, both the PNP and the military concluded that the type of explosives, the way they were attached to the posts and the extent of damage which speaks for the intention show no pattern of NPA signature handiwork.

Barot, however, clarified that they are not pinpointing that contractors of NGCP projects and disgruntled land owners were behind the blasing. But these angles are what the SITG is focusing now with high percentage of probability.
